DigitalFilipino.com is launching the 9th Philippines School CyberFair Project with the theme, "Take Action and Unite". Youth are challenged to publish original research projects that focus on how the positive actions and contributions of their local citizens have the power to improve, preserve and unite their community.

In partnership with the World Future Society, students are also encouraged to also prepare for the future - by thinking about the possible future, the probable future, the preferable future and the preventable future. Projects that best illustrate "future thinking" are invited to the World Future Society international conference in Vancouver, Canada, July 2011, "Moving from Vision to Action."

This CyberFair competition/exhibition requires participants to complete three tasks - publish, reflect, evaluate. Student-produced projects will spotlight people, places, businesses and other things in their local community.

CyberFair is an opportunity to engage businesses, schools, and other youth organizations in educational activities that contribute to heightened mutual awareness and understanding of their community history, leaders, issues and needs. Students are encouraged to think about their own future plans, the conditions that will affect the future of their community, and issues of global importance.

All Philippine entries are encouraged to join the International School CyberFair. On its 16th year, it has been described as the largest educational event of its kind ever held on the Internet. This program has brought together more than one million students from over 115 countries.

It is also an authentic learning program used by schools and youth organizations around the world. Youth conduct research and publish their findings on the Web. Recognition is given to the best projects in each of eight categories: local leaders, businesses, community organizations, historical landmarks, environment, music, art, and local specialties. This program encourages youth to become community ambassadors by working collaboratively and using technology to share what they have learned. Students evaluate each other's projects by using a unique online evaluation tool.

CyberFair encourages youth to connect the knowledge they learn in school to real world applications. It also supports current education subjects such as Filipino, English, Computer, Social Studies, Science, Music, Practical Arts, Character Education, among others.

For now, let me just give a quick note that we are once again doing the Philippine Schools Cyberfair 2010 project. We took a pause in 2009 to reflect on what we have done to date in this area.

However, thanks to all past participants who kept in touch, I realized that this is indeed an advocacy that DigitalFilipino must continue and sustain in the years to come.

So to all schools who have regularly participated in the past, it is time once again to start thinking about your entries.

Join the International Schools Cyberfair: Teach & Unite

Hello everyone. I've been running the Philippine Schools Cyberfair Competition since its inception. Admittedly, it has been both joyful and tough due to limited support we get in number of entries and sponsors each year.

For this year, we won't have an exclusive Philippine Schools Cyberfair 2009. Instead, I am encouraging all Philippine elementary and high school educational institutions to join the International School Cyberfair Competition. Prizes will still be given to Philippines-based schools that will get recognition at the international level.

Design a Web site that showcases local music and musicians or art forms that are important elements of the community experience (dance, festivals, ceremonies, parades, sculpture, painting, crafts).

Youth are challenged to publish original research projects that focus on how the positive beliefs, behaviors and contributions of their local citizens have the power to improve, preserve and unite their community.

B: Content Standards:

Students should be able to communicate at a basic level in the four arts disciplines—dance, music, theatre, and the visual arts. This includes knowledge and skills in the use of the basic vocabularies, materials, tools, techniques, and intellectual methods of each arts discipline.
Students should be able to communicate proficiently in at least one art form, including the ability to define and solve artistic problems with insight, reason, and technical proficiency.
Students should be able to develop and present basic analyses of works of art from structural, historical, and cultural perspectives, and from combinations of those perspectives. This includes the ability to understand and evaluate work in the various arts disciplines.
Students should have an informed acquaintance with exemplary works of art from a variety of cultures and historical periods, and a basic understanding of historical development in the arts disciplines, across the arts as a whole, and within cultures.
Students should be able to relate various types of arts knowledge and skills within and across the arts disciplines. This includes mixing and matching competencies and understandings in art-making, history and culture, and analysis in any arts-related project.

Students will understand how music and other art forms play an important part in creating community.
Students will list local music and art forms, musicians and artists and explain they're significance to the community.
Students will take an active role in documenting and preserving their local culture.
Students will better understand their community's history by tracing a timeline of it's cultural heritage.

C: Discussion Questions:

What are the origins of local musical traditions?
Is the music or art form from your community part of a rural or urban tradition?
How is local music part of the community experience: festivals, history, holidays, religion, family, education, story-telling, and politics?
Does each member of your community participate in its music and art, or are performances solely for individuals or groups?
What local music or art forms have garnered attention outside your community?
Does the music of your community use language or colloquialisms that are particular to your area?
Can the local music you've identified stand alone or is it part of a celebration, dance, or ceremony?
Is your community actively preserving their music and culture?

D: Suggested Starter Activities:

Music and culture are indispensable parts of the community experience. Each community maintains its own songs, instruments, dances, art forms and styles of expression. It is a major part of who we are. It reminds us of where we're from and where we're going. By learning what role both music and culture play in their communities, students better understand their diverse environments. Students also gain insights into their cultural history as well as take an active role in the cultural documenting of their communities.

List and classify the different types of music or art forms in your community.

Attend local cultural performances. Listen and watch for qualities which make that cultural event particular to your community.

Name and identify the different types of instruments and tools used by artists in your community and determine if they're a product of a local tradition. Demonstrate how these instruments or tools are used. Discuss how these instruments are made and what resources and materials were used in their creation. Do they require specialized knowledge? Can anyone participate or is performance limited to those who have had specific training?

Compare the different types of music in your community and determine if there are any recurrent themes in the music you're identifying (history, myths, culture, social or political struggle).

Look for similarities and differences between the music of your community and popular music played at a national level. Decide which music speaks more closely to your everyday experiences, and why.

Analyze and interpret musical factors that have helped shape your community.

Create a catalog of community culture which includes recordings, photographs, reviews and interviews.

Create a dictionary of terms which define expressions, instruments and styles that are particular to your community.

Interview local artists and musicians. Learn how long they've been involved in music, dance or art and what were the factors which lead them in that direction. This would also be a good opportunity to identify the influences of each individual artist. Who were their teachers? Whose styles helped shape their own?

To better understand the extent of music's role in the identity of your community, create a calendar of local holidays, festivals and celebrations and then list the types of music and songs which are part of each activity.

Musical styles are rarely created in a vacuum. Most music is a combination of a number of different sources. Trace the history and create a timeline of local musical traditions to identify the diverse influences that have helped shape the music that is performed in your community today.

Determine how music and art both create and involve the community.

Design a web site that exposes local environmental concerns or that highlights special efforts to promote a sense of awareness and action (i.e. disaster preparedness, floods, earthquakes, hurricanes, beach erosion, solid waste management, water, air, and noise pollution).

Youth are challenged to publish original research projects that focus on how the positive beliefs, behaviors and contributions of their local citizens have the power to improve, preserve and unite their community.

B: Learning Objectives:

Students will understand that nothing in nature lives alone; all living things are influenced by their environment and each organism in turn influences its environment.
Students will examine their connection to the ecosystem by looking at the influence of the environment on their lives and the impact their behaviors have on the environment.
Students will better understand the world around them and take individual action for positive change.

C: Discussion Questions:

What are the demands being placed on the finite resources of your community?
How can changes in students everyday behavior have an impact in creating deterioration or harmony?
How can students think globally by acting locally?
What does having respect for yourself and a feeling of self-worth have to do with caring about your world?
What is the topography of your community like?
How is trash handled?
What can be done about using potentially hazardous household products?
Do you know where your wastewater goes after you take a bath, use the washing machine, or flush the toilet?
What are the 12 most common trash items found on beaches?

D: Suggested Starter Activities:

Give a brief geological history of your area.

Develop knowledge of your community by describing its bioclimatic areas (rainfall and temperature).

Describe the geographical demarcations (latitude and longitude) of the largest town or city in your community.

List the various programs at your school and community that deal with the environment. Explain the background of these programs.

Explain how people in your community have changed in regard to environmental awareness. Find an older person who has lived in your area prior to 1960 and develop a "The Way Things Used to Be" experience sheet.

Investigate how waste produced in our homes and schools--trash, hazardous materials, sewage, urban run-off and litter--impacts local habitats.

Check with your community and/or city council to find out what development plans are being made and how they will affect the environment.

Elected officials at all levels make decisions that impact the environment. Call or write them to find out what they are doing to preserve and protect the environment.

If possible, arrange for the class to visit the nearest landfill. Call the site in advance to request an official guide. If this is not possible, arrange for an official to visit the class to present key information about modern landfills.

Brainstorm with the class a list of questions related to the effects of poor trash disposal on the health and life spans of people during specific periods and in specific geographical locations, such as the Middle Ages in Europe.

After viewing some examples of common household hazardous products and discussing how easy it is for people to ignore their potential danger, challenge the students to accurately and vividly present (in the artistic form of their choice) guidelines for buying, using, storing and disposing of hazardous materials. (The students can form pairs or threesomes and plan and create their message, presenting it to other classes.)

Develop a questionnaire/survey to determine the most conscientious recycling business in your community. Decide on an appropriate award or presentation for that company or business.

Students' views of the world community will be broadened through familiarity with the local community by an understanding of the concepts of continuity and change.
Students will be able to relate the special historical landmarks that distinguish their community from other communities.

C: Discussion Questions:

Is there a mission or other historical site in your community?
Are there any well-known architects or famous buildings around?
How were the streets in your community named?
Are there any places especially interesting to students?

D: Suggested Starter Activities:

Investigate the special geographical features that are land marks in your community. Describe how these features have impacted your area.
Compare the historical landmarks in your community to those in a neighboring community.
Students, individually or in small groups, choose a landmark to represent in an artistic manner: collage, drawing, mural etc. an d present their creation to an appropriate representative of that museum, mission, or historical site.
If there is an historical society in your community, invite a member to visit the classroom. Prepare interview questions.
Determine which historical landmarks students are familiar with in their community, which ones they have personally visited, which ones they would like to visit and why.
Distribute promotional brochures which students have obtained from various historical landmarks. Have students select the most effective ones and explain why those were chosen.
Create their own archives of the community which can be updated by ensuing classes.
Large maps of the area around the school and scale models of the community can provide spatial perspective of historical landmarks. Topographical maps can also be built in.
Working in small groups students can tape oral history interviews, write up the information, collect artifacts and present their projects to the school library, local library or museum.

Display locally grown items on a bulletin board. Classify into sub-groups, such as citrus fruits, leafy vegetables, legumes, etc.
After interviewing local farmers students will have information that will help them understand the difficulties and problems farmers face these days.
In conjunction with an investigation of local specialties, students can chart on a map the origins of the fruits and vegetables they eat, investigate the sources of food and clothing in times past, explore the trade restrictions that countries impose on one another.
Investigate how local producers advertise their specialties. Interview a public relations person to learn how local business people can use their services.
Local specialties may include art, clothing, sports equipment, etc. Investigate how a particular specialty got started.

Suggested Starter Activities:

To acquire basic knowledge of the economic interdependence between businesses, community organizations and the residents of a community, students can start by learning the difference between things they need and things they want. Have the students distinguish the difference.
Search through various ads for items we could use in our daily lives and categorize them as "Needs" and "Wants."
Divide a large sheet of chart paper or butcher paper into two sections with headings: "Needs-necessary for everyday life" and "Wants-extras." Have the class discuss items before taping or gluing them in the appropriate section on the paper.
Determine which businesses and community organizations provide the wants and needs in your area.
Research which type of businesses or organizations are thriving, such as the service sector, and which appear to be on a decline. Describe how this information will affect how people get jobs and decide on careers.
Interview an officer in a local business organization. Report back on what jobs and careers are available along with opportunities for job preparation.
Make contact with officials at local colleges and universities. Find out what is happening in the work force and how that affects their curriculum.
Use Want Ads from various sources. Classify the different jobs into various categories, such as Service, Manufacturing, Sales, etc. Make some general conclusions based on this information.
Illustrate the basic components of a graph on the board or overhead labeling the x and y axis. A simple graph might be the number of students present each day of the week. The y axis would identify the number of students, the y axis would identity the days of the week. Using Help Wanted columns, have students choose at least five job titles and write them on the x (horizontal) axis on the worksheet (one job title corresponding with one letter). Then have students count the number of ads for each job title and plot this information using the y (vertical) axis.
Extend the assignment by having students graph the number of Help Wanted ads in the paper for a five-day period.
Survey teachers, administrators, support personnel at school and graph the number of different jobs each held before entering the field of education.

Interview "special needs" people to verify the accommodations and facilities their community does or does not provide.
Report on any particular group or population that regularly works with the school on a school-wide basis or with individual students.
"Adopting" a convalescent or residential care home can become a class commitment that will provide motivation for students to work together and share with others. Monthly or bimonthly activities that are part of the classroom instruction can be held at the adopted home. Students can present historical skits; dramatizations; or readers' theater performances; they can organize cultural festivals; or they can exhibit their art or other visual projects.

Develop a questionnaire/survey to help determine who their local leaders are. Students should list any people they personally know whom they consider to be local leaders.
Use the local newspaper to locate prominent people. What are they doing for their community? (To understand what motivates civic leaders students must see what values and assumptions they hold, what they honor and what they seek.)
Listen to the local TV stations and/or read the newspaper for "quality of life issues." Identify and convey the main items cited as important to people living in your community according to these leaders.
Look for similarities and differences between a neighboring community in terms of "quality of life issues."
List several former leaders from the area. What did they do for the community? List or describe the changes they made in community. Describe any changes that have taken place since they were leaders.
Interview parents, grandparents or neighbors who have lived in the community for many years and invite guest speakers who can relate details of the history of the community firsthand.
Create a "Hall of Fame" of school alumni who have made contributions to the community, the nation and/or the world which can be established in the school to identify role models and enhance school pride.
Students and their parents attend meetings of the school board and city council as part of the leadership process. Students can report on issues discussed at meetings, research and take positions on those issues. Students can simulate meetings of the city council or school board, debate issues, vote and compare their outcomes with those of the board or council.
Discuss the term "civic leadership." Have students, working individually or in cooperative groups, select an article which demonstrates a citizen doing something for the good of others, as in being "civic minded."
Create and distribute copies of a "Leader" award certificate and have students fill out the recipient's name and tell why they have selected that person to receive the award.

TIP: When you call a newspaper or television station, have contact names, phone numbers and interesting stories on hand. You may want to pre-select a couple of students who would feel comfortable talking to a reporter.

What are the daily newspapers in your area? community (weekly) newspapers in your area? local television? radio stations? Call and ask for the names of the reporters who are responsible for the local school, education or technology stories. Using the enclosed press release template, simply fill in the blanks pertaining to your school's project and send a copy of your press release addressed specifically to these reporters. Be sure to also send a press release to the attention of the newspaper editor or television station news director or assignment editor.
Identify any pieces of information or human interest items about you, your students or your CyberFair project which can be sent in a letter or fax to the lifestyle or technology section editors of your local paper. Try to think of items that will be of interest to most of the readers. For example, did your students discover anything new and noteworthy about the community aspect that you highlighted in your CyberFair project?
Check out your community newspaper's Opinions/Editorial section, or "Op/Ed" page. Who are the local columnists (not the nationally-syndicated ones from elsewhere) and what are the subjects of their columns? Do they write about the community, business, politics, technology? Is there an angle to your CyberFair project which would provide interesting material for any of their columns?

2) In what ways did you act as "ambassadors" and spokespersons for your CyberFair project both on-line and in person.

An "ambassador" is a person who represents his or her country or, in this case, school or organization. In order to accomplish this project your students probably contacted and talked to people in your community... in person, through letters and phone calls, and through email. During those contacts, students probably had to tell them about this project and some of the other things that you were doing at school.

In this section, tell about the different ways that students contacted people in your community.

We would also like to hear about any interesting anecdotes or stories or outcomes of those contacts. For instance, did you get any visitors or donated services because of your contacts? Are people impressed with the work that you are doing? How did they tell you they are impressed?

Introduction to Peer Review

Peer Review is a very important part of the CyberFair Contest! CyberFair participants must evaluate and submit reviews on six (or more) other CyberFair entries (in categories that are different than theirs). The highest scoring entries in each category are submitted to our distinguished panel of international judges for final evaluation.

Students must realize that this is not a game or a pointless exercise. Rather, their judgments are important, critical, and real. Other people are depending on them to do a good job... in the same way that they will depend on other schools to do a good job in reviewing their project. Since students must learn to critically evaluate all kinds of information resources around them, the Peer Review portion of CyberFair gives the teacher an excellent opportunity to help their students learn these evaluation skills.

Each review should take a approximately one hour, so please allow enough time to do a good job. And, please, please don't wait until the last minute. You know there are always unexpected technical problems.

We also encourage reviews from the community. If you are not a CyberFair participant, we invite you to become an authorized CyberFair Reviewer. Learn more.

Each year, Peer Review is one of the most popular activities of CyberFair!

How it Works

Only registered participants and registered, approved reviewers may submit CyberFair evaluations.

By the peer review start date we will assign you six CyberFair Projects to evaluate. You can check the web for your projects review assignments. (We will also notify you by email.)

Next, follow the step-by-step instructions to organize and conduct the Peer Review process in your school.

You may submit only one evaluation for each project. This means that you and your students must collaborate on the review and reach a consensus.

There are no anonymous reviews. The projects that you review will see your scores, your comments, and your email address. Therefore, your students must be prepared to answer questions about their scoring judgments. This process will help your students to understand the need for integrity and to accept their responsibility.

Deadline for submitting all six evaluations can be found on the timeline.

Scoring Process Explained

The CyberFair Peer Review Evaluation Rubric is divided into six sections, labeled from "A" to "F".

For scoring purposes, these six sections are grouped into three major categories. The chart below shows the three categories and the sections that comprise them with the maximum points for each:

A well-known problem in many student multimedia projects is that students spend more time on the look and feel (fonts, colors, graphics, effects, etc.) than they do on the ideas and content.

However, a project that will draw in visitors and then keep their interest must be both visually appealing as well as contextually interesting and well-written.

In the case of CyberFair projects, the process of sharing and connecting with the community is an especially valuable learning experience.

Therefore, we use this process when calculating the final scores:

The scores for each of the six sections (A-F) are averaged.

The average scores for the sections in each category are added.

The totals for each of the three categories are multiplied.

For instance, if the maximum score for

Category I. CyberFair Theme is 10,
Category II. Content & Organization is 15, and
Category III. hypermedia & Technical is 10,

then the maximum possible score is 1500 (10 X 15 X 10).

This scoring method requires students to pay equal attention to all three categories, since a moderate score in all areas can yield a higher total score than one which is high in one area and low in another.

Simply follow the steps in the next section to prepare and submit your CyberFair Peer Review Evaluations.

Explain and discuss the vocabulary and meaning of the criteria with your students.
Practice: have your students use the evaluation rubric to evaluate their own project. Discuss the results.
More practice: If you have time, have students review and discuss projects from previous years.

We will assign you six other CyberFair projects to review. Check back here for your assigned projects.
Duplicate and distribute printed copies of the Peer Review Rubric to your students.
Have your students individually review each project, marking the printed rubric according to the instructions in the next section.
Discuss each project and come to a group consensus about the scores and comments you will assign.
Submit one completed review for each of your assigned projects.

Note: You are free to adopt different review strategies which will meet your own local needs.

How to Score a Peer Review Evaluation Rubric

The Rubric is divided into six major sections labeled A-F. Each section begins with a description of what an "excellent" CyberFair Project should look like to achieve the maximum score in that section. This description is then followed by several scoring criteria, worth from 0 to 5 points.

For each scoring criterion:

Read the three evaluation statements. Each statement describes the qualities of a web project which would qualify for one of the scores in the left column.

Compare the qualities of the Web project you are reviewing to the qualities described in each evaluation statements.

Choose the statement which best describes the Web project

If the Web project strongly matches the statement you selected, choose the radio button for the higher score to the left. Otherwise, select the radio button for the lower score.

The CyberFair competition requires participants to complete three tasks to be eligible for judging: publish, reflect, evaluate.

Task 1: Publish
Develop and publish a web project, based on research about your local community.

IMPORTANT: Make sure you focus on this year's theme: "Take Action and Unite!"

Identify and describe your 'local community.' The defined community need not be restricted by geographic location.
Select one of the eight CyberFair categories and conduct a research project involving your selected community and its resources.
Publish your web project on the Internet.

Task 2: Reflect
Describe the research process and learning outcomes by completing your Project Narrative and linking to your bibliography.

IMPORTANT: The CyberFair Project Narrative must be submitted using the official narrative form. You may access the project narrative form from the CyberFair Checklist.

Observe and record the following elements of your project and include that information in the required Project Narrative. You may want to assign 3-5 students to act as project historians to observe and describe these processes.

Describe how the activities and research conducted by your students supported required coursework, curriculum requirements, and content standards.
Describe how your project reflects a balance of students interacting with their communities and the use of information technology tools.
Describe how your students functioned as "ambassadors" and spokespersons for their project both on-line and in person.
Describe the impact that that CyberFair had or will have on your community.
Describe how the project engaged local businesses and industry experts as volunteers, contributing their time and technical expertise.
Important. When conducting original research and publishing a report or project, it is always necessary to identify the source of your information. See examples of how to cite sources and create a bibliography.

Task 3: Evaluate
Participate in a Peer Review Evaluation process to select and rank other CyberFair web projects.

Explanation of Project Narrative

Your project must contain a CyberFair Project Narrative that provides important information about your project to the judges and other viewers of your site.

IMPORTANT: The theme of Philippine Schools CyberFair 2008 is Learn and Unite, and the purpose of CyberFair is to encourage schools and their communities to use the Internet to support student achievement, establish partnerships, share resources, and work together to accomplish common goals. You will document your achievement of these goals in your CyberFair Project Narrative. The evaluation rubric addresses both how closely you address the theme and the purpose of CyberFair.

An outstanding project narrative will tell an interesting story about your project and its impact upon student learning and within your community. It will clearly show how the project meets or exceeds objectives for both the CyberFair contest and the category in which it's entered.

Teachers and students should work together to complete the Project Narrative. Discuss each section with the students. Brainstorm ideas and wording. Assign a small group of students to create a draft. Discuss their draft with the group until the group reaches a consensus, and then have another group complete this form. If time represents a problem the teacher may take the lead, but the input and consensus of your students should be an integral part of the final completion of this form.

Defines Your Community
Your narrative defines your "community" and shows how your project brought this community together to "share and unite" around a common goal. Your narrative should clearly describe the project's contribution to both your local community and to the global Internet community. Of course, the contents of your project web pages should support the claims you make in the project narrative.
Chronicles Your Project
The Project Narrative is a valuable chronicle of your project for your parents, administrators, and members of your community to help them understand and appreciate your efforts and accomplishments in putting this project together. The Project Narrative "documents" the student learning that has occurred.
Hyperlinks to Your Project
The Project Narrative page contains a hyperlink directly to your CyberFair project so that visitors will understand the story behind the creation of your CyberFair project.
Bibliography: You must include a hyperlink to your project bibliography where you should cite relevant sources for the information in your project. In the past, the evaluation rubric addressed in a general way how well you cited your sources.

Former CyberFair teachers reported that completing the Project Narrative was a valuable and worthwhile activity. This kind of reflection and reporting will be a useful conclusion to your learning project. Many schools have used the information in their Project Narratives to apply for grants and to makes reports to their school boards and to the local media.

Purpose of Philippine Schools CyberFair
1. Philippine Schools CyberFair is an online collaborative learning activity designed to:

Encourage educators to adopt a new and powerful instructional methodology called online collaborative learning (OCL)
Provide concrete ideas, guidelines and tools to support content standards and authentic learning
Encourage schools and other youth organizations to exploit the unique abilities of the Internet to build relationships and alliances with different people and groups within their local community
Identify and recognize exemplary models of student effort and achievement with awards contributed by
the business and professional community
Prepare students to be responsible and literate "global" citizens

Eligibility

2. Your students must be between the ages of five and nineteen years

Schools which serve a majority of students within this age group are eligible to participate. Universities and other institutions of higher learning are not eligible.

3. Schools and organizations in provinces, or cities which tax, restrict or prohibit participation in an event such as Philippine Schools CyberFair are not eligible to participate.

It is your responsibility to ensure that your school or organization's participation in this event does not violate any applicable laws.

Registration and Entry Deadlines

4. An educator or administrator must register your school or organization's intent to participate by the registration deadline.

Registration lets us know that you are interested in participating in International Schools CyberFair. Note that CyberFair mailing list participants receive the most current information.

5. You must submit your final Web project by the Final Entry deadline.

6. You must submit six Peer Reviews by the Peer Review deadline.

To qualify your own CyberFair project for final judging, you must participate in the official Peer Review process. During the peer review dates you must submit evaluations on a minimum six other projects which we assign to you. These peer review scores are part of the final judging process.

IMPORTANT: Please look at your calendar to budget enough time around your holidays!

Project Requirements

7. Each school or organization may submit only one Web project per category, per division.

A primary objective of Philippine Schools CyberFair is to foster cooperation and collaboration within your school or organization and community. You are encouraged to involve as many students, teachers and community members as possible. Individual classes within a school should work together to create and submit their project.

8. Web projects must be submitted in only one category

You must select and enter your Web project in only one of the eight Philippine Schools CyberFair categories.

9. You must obtain permission and consent forms signed by participating students and their parents

Before you enter your Web project in this contest, you must obtain appropriate permission and consent forms signed by students and their parents. [Click here for a sample permission form. You can review related issues in our Web Tutorial: Harnessing the Power of the Web ].

10. All of the content of your CyberFair Web project must be created and completed by your students.

You may solicit community volunteers to help with the technical aspects of producing Web pages and related audio/visual resources, and/or mounting them on a Web server. However, the content of the entry must be generated by your students. This is in keeping with the idea that CyberFair is not a Web design contest. The real emphasis of CyberFair is on the quality of learning and community relationships.

11. Your school must take responsibility for your students and their work

Neither DigitalFilipino.com, the Global SchoolNet Foundation, nor any of the sponsors of CyberFair, is able to take responsibility for your students or their work. Therefore, in order to qualify as an official entry in CyberFair you will be asked to state on the Final Entry Notice that your students have been adequately supervised and that your school accepts full responsibility for their actions and the content they have posted pertaining to International Schools CyberFair. Your entry must be submitted by a responsible supervising adult in an official public or private school, home school or approved educational organization.

12. Your Web Project must include the official CyberFair Project Narrative Page.

An important part of your evaluation score will be derived from your Project Narrative Page.

13. You must submit your Web project in English. There's a special award for Filipino entries too.

Because of the Peer Review component of judging (described below), your CyberFair project must be submitted in English. We also have a special award for those who submitted an entry in Filipino too.

14. You should organize your project with the Peer Review Evaluation Rubric in mind.

The Peer Review Evaluation Rubric represents an evolving effort to establish objective guidelines and criteria to evaluate student-developed Web projects. (See Peer Review and Final Judging). Here are some suggestions:
Review the draft for this year's evaluation rubric. Click here to submit any comments or suggestions. (You can also review the complete peer review procedures.)
Review two or three previous winners. You and your students will find this to be a very valuable experience.

15. Your project must include a bibliography page which properly cites sources of information used

When conducting original research and publishing a report or project, it is always necessary to identify the source of your information. See examples of how to cite sources and create a bibliography.

Your project must contain a separate bibliography page where you cite the sources for the information in your project and list the people who helped you with your Web pages (if any). You will provide the link to this page in your Project Narrative (see your checklist for the due-date for your narrative), and the review rubric evaluates your bibliography.

Although we do not require any specific citation format, we recommend that you use the Citation Machine at http://citationmachine.net/ to generate and compile your citations which you can then cut and paste into your HTML editor.

In any case, your students should leave the reviewers no doubt about where they acquired the information they used, and in no case should you permit your students to plagiarize.

Your bibliography must also list the names of the people who helped you to assemble your Web pages. If you received no help, your bibliography should state that.

NOTE: Your project will be disqualified if the reviewer can find no bibliography.

Peer Review and Final Judging

16. CyberFair Web projects will be evaluated in a two-stage process.

Stage One: Peer Review
Between the peer review dates (see timeline) each CyberFair school must review six other participating schools. The scores obtained from these reviews will be averaged and used to rank each project in each category.

*Additional reviews will be solicited from the Internet community.
Stage Two: Judges
The top-ranked Web projects will be further reviewed by a panel of "distinguished judges." This panel will determine the final ranking. Distinguished judges will use the same evaluation rubric used in the Peer Review process.

17. All decisions of the judges will be final and are not subject to review or revision.

Awards Ceremony and Prizes

18. Limits on Eligibility

Only schools and organizations in states/provinces and countries that do not restrict this kind of event are eligible to receive the offered awards, gifts and prizes. It is your responsibility to ensure that your school's participation in this event does not violate any applicable laws. It is the responsibility of the recipient to pay any associated taxes, tariffs, or duty charges.

19. Announcement of Winners

The results of the final judging will be announced in March 2011.

20. Time Limit for Redemption

Any gifts, prizes or awards will be given on or before May 2011.

1. What awards and how many are given in the CyberFair?

Each school or organization that completes a final entry will receive a special CyberFair certificate to proudly display in their community.

CyberFair students win by:

-Learning about other communities around the world

2. How do we get our official CyberFair Certificates?

Your teacher may request and print out an official CyberFair project CERTIFICATE OF PARTICIPATION.

3. We didn't submit our final project notice in time. Can we still be included in the peer review?

We make every effort to accommodate people who have problems getting their projects ready for final judging.

However, our final cut-off date comes when we email the peer review assignments the day before peer review begins.

It takes us the entire week prior to the start of peer review to assign peer review assignments. Every team must be given 6 other projects to review. We try and match teams by age, and to ensure that each team has a variety of countries to evaluate.

This is a very time consuming and difficult process, but it ensures that every project will have enough valid reviews for us to determine the rankings for final judging.

After we email the assignments out, it is impossible for us to include any other projects in the process, since every team has received their peer review assignments... there are simply no more reviewers available to look at your project.

Therefore, while we would like to be able to help, there is nothing we can to do find reviewers for your project.

It's the same as when the ship leaves the dock or the train leaves the station... it can't stop to let you get on. You're too late.

4. Can more than one team from a school participate?

More than one team can participate, but they must all work on the same project, as only one project from each school can be submitted. As many students as possible are encouraged to contribute at a school. Students should work together to produce one integrated project.

5. When we make revisions, do we need to resubmit to CyberFair?

When revising a project entry web site, all revisions are made on the participant's web server. For the most part, we do not need to know what changes are made on the participant's web server.

However, if revisions are made to the project entry which CHANGE the information the participant previously provided to us (category, project title, cyberfair entry URL, etc.) then we do want them to update their entry information on our web site.

7. We thought each school could only submit one project?

In November 2004 a CyberFair Partners/Global Project-Based Learning meeting was held in Taiwan.

During that meeting, the CyberFair national partners discussed different things that could be done to improve the International CyberFair program.

One of the suggestions, which we agreed to implement, was to allow multiple entries per school - but, only one entry per category.

The rationale was that some schools have large numbers of students and sometimes more than 2,000 and that it was difficult for that many students to work on a single project. By allowing multiple entries per school and students would have a greater opportunity to get involved in all aspects of CyberFair including conducting research and the Peer Review.

Due to the timing of this decision, we were not able to implement those corresponding changes on the website in time for 2005 competition. Therefore, because of the confusion -- and to be fair to ALL participants - we are increasing the number of winning projects this year.

Thank you for your understanding -- and we encourage you to tells us about other changes that can be implemented that will improve the CyberFair program for 2006.

8. We want to withdraw - we can't complete our project in time

We would encourage you to submit your project as a project-in- progress. If you do so, and review 6 entries from other schools, you will still get the benefit of the educational experience.

Many teachers have told us that the peer review process and having their students work with the evaluation rubric was the most valuable part of the program.

However, if you do not submit a Final Project or a Project in Progress, we will keep you on the information mailing list for next year.

9. Are there are any sample permission and consent forms signed by participating students and their parents?

The use of the Internet as part of an educational program is a privilege, not a right, and inappropriate or unauthorized use or safety violations could result in revocation or suspension of that privilege. It is highly recommended that each student who has access the Internet be provided acceptable use training and shall have an acceptable use form, signed by a parent or legal guardian, on file.

10. My students are too young to understand the rubric.

The issue you raise has been tossed around in numerous discussions with primary teachers.

The problem is, every attempt to come up with vocabulary to do the job has failed.

In the past, the consensus of all grade school teachers who have been involved in the CyberFair peer review is that your discussion with the students permits them to approach an understanding for each criteria, but you don't have to hold them rigidly accountable for applying all of the criteria.

We have two goals here:

1. Having your students participate as much as they can in the evaluation process so that they have a sense of involvement and can learn as much as they can about these things. You have to be the judge of when they have reached that goal within the limits of your time and their ability.

2. We also need reliable reviews from you so that your assigned sites are fairly evaluated. So, as the teacher, perhaps you will have to do an end-run around some of your students' evaluations and augment many of their judgments, and in the end score your assigned projects on a more knowledgeable basis.

Certainly, you can elicit and include comments from your students, which I'm sure the other sites would appreciate hearing.

In summary, you make this the best learning experience you can with them, but then submit the best reviews that we need from you. Possibly you can get your faculty to help with this in the end.

11. How do we make the bibliography page?

Your project must include a bibliography page that cites the sources for your project's information. When you complete your project narrative, you must include a link to that page. Therefore, you should create your bibliography page before you attempt to complete the narrative. The bibliography does not need to be edited in final form until peer review begins.

Your bibliography must also list the names of the people who helped you to assemble your Web pages. If you received no help, your bibliography should state that.

12. Can we re-submit a project that we were working on last year?

Yes. You can re-submit your project. Be sure to indicate that you submitted the project last year and that you have continued to work on in. Let us know what changes have been made and if additional students have contributed.

13. May we use a web page editor to create our pages or are we required to write our own HTML?

You are allowed to use any editor you choose on your CyberFair entry. It is very helpful to have at least a basic understanding of HTML. We encourage you to read "Harnessing the Power of the Web" at: http://www.globalschoolnet.org/web/

It is our own on-line tutorial that encompasses planning a project to beginning HTML (Hyper Text Markup Language - the language used to design web pages). Learning a programming language like this is relatively easy and probably easier than you think.

14. Do you provide web space for our CyberFair project?

We do not provide web space. We have given some suggestion for free web space, but you are welcome to use any server you wish, as long as the public has access. Remember that many of the reviewers will be from other countries.

"CyberFair will help fulfill some of the promise of the Internet as a platform for bringing the world's cultures, schools and young people together," said Vinton G. Cerf, co-inventor of the Internet and senior vice president of data architecture at MCI. "We hope it will promote the notion of knowledge sharing which has been such a positive factor in the evolution of the Internet for all its history."

Here are a few stories that support CyberFair's objectives:

1) Schools learned more about the world wide web and how to create web pages

MSC High School is the first school from San Pablo City to join CyberFair. Then they are now reaching to schools in their area, teaching them about creating web pages.

2) Teachers understood the value of the Internet in classroom curriculum

Students from Zamboanga City National High School Main, constructed their web site documenting all the local mayors their city had.

Students from Catanduanes State College created a web site about marine sanctuaries and their importance in preserving the natural environment.

3) Students learned about their communities.

A high school in Cebu City, realizing that very little information existed about their province's main festival, decided to create an entire web site for Sinulog through the eyes of students.

4) Students learned to work with each other.

A school in Malabon City mobilized more than 200 students to learn more about their city, by visiting all barangays, interviewing local officials. They compile, analyze their report for consistency, and post them online.

5) Communities became more motivated to work with the schools

Tourism officials were more than motivated and helpful in providing information to students from a school in Antique. They are working on an entry that intends to promote the province as a travel destination.

6) Students and teachers within schools were motivated to share and collaborate

Students in the Philippines learned that one of their greatest assets were the parents who helped to arrange interviews and translated for those who did not speak a Philippine dialect. They found "everyone from street children to business people eager and proud to share their views of their country for the CyberFair project."

How to Introduce CyberFair at Your School or Organization

The Philippine Schools CyberFair is a collaborative project. The recommendations listed below are provided as examples. Part of the learning experience is for your school or organization to come to a consensus in choosing a project topic. The examples suggested are "starters" and are intended to be extended and adapted to local situations as collaborative teams (of teachers, curricular planners, librarians, parents, community members).

Teams or Committees: Many sites have a technology team or site advisory committee that could take the lead in introducing and organizing your CyberFair project (Be sure to include the appropriate school or organization administrator).
Student Associations: Consider working with your Student Body Association. Student Body leaders often express the desire to make a contribution to the school and the surrounding community.
Parent-Teacher Organizations: PTAs or PSOs can be great vehicles for coordinating CyberFair projects.
Interdisciplinary Programs: Interdisciplinary projects are recommended as a means of having students develop life skills through a curriculum that more fully approximates the way people plan and think. Interdisciplinary committees are ideal groups to facilitate the implementation of CyberFair.
School-Based Coordination: A school-based resource coordinator can be very helpful in selecting and helping to organize the appropriate people, committee or department to produce a CyberFair project.
School Enrichment or After School Program: Students love CyberFair, which makes it a great after school or school enrichment activity
Community Technology Centers, Boys and Girls Clubs, and Libraries: Youth organizations that provide educational programs will find CyberFair a rewarding activity that makes a genuine contribution to the community.

Recommendations:

One person at the site should serve as the facilitator and coordinator who can help set the standards, help avoid duplication and communicate with the other contributors, providing a channel for feedback.
Determine whether the entire school or organization should participate or only selected groups or departments.

To summarize:

CyberFair lends itself to various means of implementation. Every student and every teacher may become involved -- or a single department or a group may choose to take the lead in organizing a CyberFair project.

The CyberFair OverView

Philippine Schools CyberFair is an authentic learning program, which will be used by schools nationwide, for students to conduct research about their local communities then publish their findings on the World Wide Web. Prizes are awarded to schools for the best entries in each of eight categories: local leaders, businesses, community organizations, historical landmarks, environment, music, art, and local specialties.

This contest encourages students to become ambassadors for their own local communities by working collaboratively with community members and using technology tools to publish a Web site that displays what they have learned. The contest will involve students from different schools all over the Philippines—the largest national cyber event for schools.

Competition judging also takes place online. Students evaluate the projects of other schools and the top 40 entries are reviewed by national judges to determine the winners.

What does the theme "Take Action and Unite" mean?

Youth are challenged to publish original research projects that focus on how the positive beliefs, behaviors and contributions of their local citizens have the power to improve, preserve and unite their community.

Cyberfair Vision

The purpose of CyberFair is for students, their schools and their local communities to use the Internet to share resources, establish partnerships and work together to accomplish common goals. We believe that involving youth in educational outreach projects - can foster worldwide friendships and unite communities.

The Global Community - We are linked to the world!

We want our children to learn the skills they need to succeed both in the world of today and in all the tomorrows that follow. We want safe and strong communities in which citizens can live and learn together. We want our students to be good "global citizens" who appreciate and respect the diversity of the world around them. Communication technologies can foster positive and productive interaction among local and distant groups.

Youth participating in the Philippine Schools CyberFair will learn what it means to be part of a community... both locally and globally. They'll work with groups of children located around the world, each group putting their local community on-line. Youth will act as "Student Ambassadors," working with local leaders, local artists, local business, and the rest of their community to show the world what is special about *their* place.

For example, students can meet local artists and musicians, interview them, tape their music, photograph their art, and show the world their cultural heritage. Or students can work with their local chamber of commerce, farmers, or local business, to show the world the things they make, grow, and build.

Start with Collaboration

The focus of Philippine Schools CyberFair is collaboration -- first at the local level and then on an international level. To encourage teamwork each school or organization may submit only one entry. Therefore, part of the learning experience is building consensus in choosing an entry topic.

It is very important when doing a collaborative project is to involve all of the key players and make sure that everyone agrees on the individual tasks and the timeline. Over the years we have discovered some collaborative strategies that really seem to work.
